The Past Destroyed: Five Years Later

On April 11, 12, 13, and 14, 2003, the United States Army and United States Marine Corps disgraced themselves and the country they represent in Baghdad, Iraq's capital city. Having invaded Iraq and accepted the status of a military occupying power, they sat in their tanks and Humvees, watching as unarmed civilians looted the Iraqi National Museum and burned down the Iraqi National Library and Archives as well as the Library of Korans of the Ministry of Religious Endowments. Their behavior was in violation of their orders, international law, and the civilized values of the United States. Far from apologizing for these atrocities or attempting to make amends, the United States government has in the past five years added insult to injury.

Donald Rumsfeld, then secretary of defense and the official responsible for the actions of the troops, repeatedly attempted to trivialize what had occurred with inane public statements like "democracy is messy" and "stuff happens."

On December 2, 2004, President Bush awarded the Presidential Medal of Freedom, the nation's highest civilian award, to General Tommy Franks, the overall military commander in Iraq at that time, for his meritorious service to the country. (He gave the same award to L. Paul Bremer III, the highest ranking civilian official in Iraq, and to George Tenet, director of the Central Intelligence Agency, which had provided false information about Saddam Hussein and Iraq to Congress and the people.)

In the five years since the initial looting and pillaging of the Iraqi capital, thieves have stolen at least 32,000 items from some 12,000 archaeological sites across Iraq with no interference whatsoever from the occupying power. No funds have been appropriated by the American or Iraqi governments to protect the most valuable and vulnerable historical sites on Earth, even though experience has shown that just a daily helicopter overflight usually scares off looters. In 2006, the World Monuments Fund took the unprecedented step of putting the entire country of Iraq on its list of the most endangered sites. All of this occurred on George W. Bush's watch and impugned any moral authority he might have claimed.

The United States government seems never to have understood that, when it began the occupation of Iraq on March 19, 2003, it became legally responsible for what happened to the country's cultural inheritance. After all, the only legal justification for its presence in Iraq is U.N. Security Council Resolution 1483 of May 22, 2003. Both the United States and the United Kingdom voted for this resolution in which they formally acknowledged their status and obligations as occupying powers in Iraq. Among those obligations, specified in the Preamble to the resolution, was: "The need for respect for the archaeological, historical, cultural, and religious heritage of Iraq, and for the continued protection of archaeological, historical, cultural, and religious sites, museums, libraries, and monuments." Every politically sentient observer on Earth is aware of the Bush administration's contempt for international law and its routine scofflaw behavior since it came to power, but this clause remains an ironclad obligation that will stand up in an international or a domestic U.S. court. On this issue, the United States is an outlaw, waiting to be brought to justice.

In 1258 AD the Mongols descended on Baghdad and pillaged its magnificent libraries. A well-known adage states that the Tigris River ran black from the ink of the countless texts the Mongols trashed, while the streets ran red with the blood of the city's slaughtered inhabitants. The world has never forgotten that medieval act of barbarism, just as it will never forget what the U.S. military unleashed on the defenseless city in 2003 and in subsequent years. The Smash of Civilizations

In the months before he ordered the invasion of Iraq, George Bush and his senior officials spoke of preserving Iraq's "patrimony" for the Iraqi people. At a time when talking about Iraqi oil was taboo, what he meant by patrimony was exactly that -- Iraqi oil. In their "joint statement on Iraq's future" of April 8, 2003, George Bush and Tony Blair declared, "We reaffirm our commitment to protect Iraq's natural resources, as the patrimony of the people of Iraq, which should be used only for their benefit."[1] In this they were true to their word. Among the few places American soldiers actually did guard during and in the wake of their invasion were oil fields and the Oil Ministry in Baghdad. But the real Iraqi patrimony, that invaluable human inheritance of thousands of years, was another matter. At a time when American pundits were warning of a future "clash of civilizations," our occupation forces were letting perhaps the greatest of all human patrimonies be looted and smashed.

There have been many dispiriting sights on TV since George Bush launched his ill-starred war on Iraq -- the pictures from Abu Ghraib, Fallujah laid waste, American soldiers kicking down the doors of private homes and pointing assault rifles at women and children. But few have reverberated historically like the looting of Baghdad's museum -- or been forgotten more quickly in this country.

Teaching the Iraqis about the Untidiness of History

In archaeological circles, Iraq is known as "the cradle of civilization," with a record of culture going back more than 7,000 years. William R. Polk, the founder of the Center for Middle Eastern Studies at the University of Chicago, says, "It was there, in what the Greeks called Mesopotamia, that life as we know it today began: there people first began to speculate on philosophy and religion, developed concepts of international trade, made ideas of beauty into tangible forms, and, above all developed the skill of writing."[2] No other places in the Bible except for Israel have more history and prophecy associated with them than Babylonia, Shinar (Sumer), and Mesopotamia -- different names for the territory that the British around the time of World War I began to call "Iraq," using the old Arab term for the lands of the former Turkish enclave of Mesopotamia (in Greek: "between the [Tigris and Euphrates] rivers").[3] Most of the early books of Genesis are set in Iraq (see, for instance, Genesis 10:10, 11:31; also Daniel 1-4; II Kings 24).

The best-known of the civilizations that make up Iraq's cultural heritage are the Sumerians, Akkadians, Babylonians, Assyrians, Chaldeans, Persians, Greeks, Romans, Parthians, Sassanids, and Muslims. On April 10, 2003, in a television address, President Bush acknowledged that the Iraqi people are "the heirs of a great civilization that contributes to all humanity."[4.] Only two days later, under the complacent eyes of the U.S. Army, the Iraqis would begin to lose that heritage in a swirl of looting and burning.

In September 2004, in one of the few self-critical reports to come out of Donald Rumsfeld's Department of Defense, the Defense Science Board Task Force on Strategic Communication wrote: "The larger goals of U.S. strategy depend on separating the vast majority of non-violent Muslims from the radical-militant Islamist-Jihadists. But American efforts have not only failed in this respect: they may also have achieved the opposite of what they intended."[5] Nowhere was this failure more apparent than in the indifference -- even the glee -- shown by Rumsfeld and his generals toward the looting on April 11 and 12, 2003, of the National Museum in Baghdad and the burning on April 14, 2003, of the National Library and Archives as well as the Library of Korans at the Ministry of Religious Endowments. These events were, according to Paul Zimansky, a Boston University archaeologist, "the greatest cultural disaster of the last 500 years." Eleanor Robson of All Souls College, Oxford, said, "You'd have to go back centuries, to the Mongol invasion of Baghdad in 1258, to find looting on this scale."[6] Yet Secretary Rumsfeld compared the looting to the aftermath of a soccer game and shrugged it off with the comment that "Freedom's untidy. . . . Free people are free to make mistakes and commit crimes."[7]

The Baghdad archaeological museum has long been regarded as perhaps the richest of all such institutions in the Middle East. It is difficult to say with precision what was lost there in those catastrophic April days in 2003 because up-to-date inventories of its holdings, many never even described in archaeological journals, were also destroyed by the looters or were incomplete thanks to conditions in Baghdad after the Gulf War of 1991. One of the best records, however partial, of its holdings is the catalog of items the museum lent in 1988 to an exhibition held in Japan's ancient capital of Nara entitled Silk Road Civilizations. But, as one museum official said to John Burns of the New York Times after the looting, "All gone, all gone. All gone in two days."[8]

A single, beautifully illustrated, indispensable book edited by Milbry Polk and Angela M.H. Schuster, The Looting of the Iraq Museum, Baghdad: The Lost Legacy of Ancient Mesopotamia (New York: Harry N. Abrams, 2005), represents the heartbreaking attempt of over a dozen archaeological specialists on ancient Iraq to specify what was in the museum before the catastrophe, where those objects had been excavated, and the condition of those few thousand items that have been recovered. The editors and authors have dedicated a portion of the royalties from this book to the Iraqi State Board of Antiquities and Heritage.

At a conference on art crimes held in London a year after the disaster, the British Museum's John Curtis reported that at least half of the forty most important stolen objects had not been retrieved and that of some 15,000 items looted from the museum's showcases and storerooms about 8,000 had yet to be traced. Its entire collection of 5,800 cylinder seals and clay tablets, many containing cuneiform writing and other inscriptions some of which go back to the earliest discoveries of writing itself, was stolen.[9] Since then, as a result of an amnesty for looters, about 4,000 of the artifacts have been recovered in Iraq, and over 1,000 have been confiscated in the United States.[10] Curtis noted that random checks of Western soldiers leaving Iraq had led to the discovery of several in illegal possession of ancient objects. Customs agents in the U.S. then found more. Officials in Jordan have impounded about 2,000 pieces smuggled in from Iraq; in France, 500 pieces; in Italy, 300; in Syria, 300; and in Switzerland, 250. Lesser numbers have been seized in Kuwait, Saudi Arabia, Iran, and Turkey. None of these objects has as yet been sent back to Baghdad.

The 616 pieces that form the famous collection of "Nimrud gold," excavated by the Iraqis in the late 1980s from the tombs of the Assyrian queens at Nimrud, a few miles southeast of Mosul, were saved, but only because the museum had secretly moved them to the subterranean vaults of the Central Bank of Iraq at the time of the first Gulf War. By the time the Americans got around to protecting the bank in 2003, its building was a burnt-out shell filled with twisted metal beams from the collapse of the roof and all nine floors under it. Nonetheless, the underground compartments and their contents survived undamaged. On July 3, 2003, a small portion of the Nimrud holdings was put on display for a few hours, allowing a handful of Iraqi officials to see them for the first time since 1990.[11]

The torching of books and manuscripts in the Library of Korans and the National Library was in itself a historical disaster of the first order. Most of the Ottoman imperial documents and the old royal archives concerning the creation of Iraq were reduced to ashes. According to Humberto Márquez, the Venezuelan writer and author of Historia Universal de La Destrucción de Los Libros (2004), about a million books and ten million documents were destroyed by the fires of April 14, 2003.[12] Robert Fisk, the veteran Middle East correspondent of the Independent of London, was in Baghdad the day of the fires. He rushed to the offices of the U.S. Marines' Civil Affairs Bureau and gave the officer on duty precise map locations for the two archives and their names in Arabic and English, and pointed out that the smoke could be seen from three miles away. The officer shouted to a colleague, "This guy says some biblical library is on fire," but the Americans did nothing to try to put out the flames.[13]

The Burger King of Ur

Given the black market value of ancient art objects, U.S. military leaders had been warned that the looting of all thirteen national museums throughout the country would be a particularly grave danger in the days after they captured Baghdad and took control of Iraq. In the chaos that followed the Gulf War of 1991, vandals had stolen about 4,000 objects from nine different regional museums. In monetary terms, the illegal trade in antiquities is the third most lucrative form of international trade globally, exceeded only by drug smuggling and arms sales.[14] Given the richness of Iraq's past, there are also over 10,000 significant archaeological sites scattered across the country, only some 1,500 of which have been studied. Following the Gulf War, a number of them were illegally excavated and their artifacts sold to unscrupulous international collectors in Western countries and Japan. All this was known to American commanders.

In January 2003, on the eve of the invasion of Iraq, an American delegation of scholars, museum directors, art collectors, and antiquities dealers met with officials at the Pentagon to discuss the forthcoming invasion. They specifically warned that Baghdad's National Museum was the single most important site in the country. McGuire Gibson of the University of Chicago's Oriental Institute said, "I thought I was given assurances that sites and museums would be protected."[15] Gibson went back to the Pentagon twice to discuss the dangers, and he and his colleagues sent several e-mail reminders to military officers in the weeks before the war began. However, a more ominous indicator of things to come was reported in the April 14, 2003, London Guardian: Rich American collectors with connections to the White House were busy "persuading the Pentagon to relax legislation that protects Iraq's heritage by prevention of sales abroad." On January 24, 2003, some sixty New York-based collectors and dealers organized themselves into a new group called the American Council for Cultural Policy and met with Bush administration and Pentagon officials to argue that a post-Saddam Iraq should have relaxed antiquities laws.[16] Opening up private trade in Iraqi artifacts, they suggested, would offer such items better security than they could receive in Iraq.

The main international legal safeguard for historically and humanistically important institutions and sites is the Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict, signed on May 14, 1954. The U.S. is not a party to that convention, primarily because, during the Cold War, it feared that the treaty might restrict its freedom to engage in nuclear war; but during the 1991 Gulf War the elder Bush's administration accepted the convention's rules and abided by a "no-fire target list" of places where valuable cultural items were known to exist.[17] UNESCO and other guardians of cultural artifacts expected the younger Bush's administration to follow the same procedures in the 2003 war.

Moreover, on March 26, 2003, the Pentagon's Office of Reconstruction and Humanitarian Assistance (ORHA), headed by Lt. Gen. (ret.) Jay Garner -- the civil authority the U.S. had set up for the moment hostilities ceased -- sent to all senior U.S. commanders a list of sixteen institutions that "merit securing as soon as possible to prevent further damage, destruction, and/or pilferage of records and assets." The five-page memo dispatched two weeks before the fall of Baghdad also said, "Coalition forces must secure these facilities in order to prevent looting and the resulting irreparable loss of cultural treasures" and that "looters should be arrested/detained." First on Gen. Garner's list of places to protect was the Iraqi Central Bank, which is now a ruin; second was the Museum of Antiquities. Sixteenth was the Oil Ministry, the only place that U.S. forces occupying Baghdad actually defended. Martin Sullivan, chair of the President's Advisory Committee on Cultural Property for the previous eight years, and Gary Vikan, director of the Walters Art Museum in Baltimore and a member of the committee, both resigned to protest the failure of CENTCOM to obey orders. Sullivan said it was "inexcusable" that the museum should not have had the same priority as the Oil Ministry.[18]

As we now know, the American forces made no effort to prevent the looting of the great cultural institutions of Iraq, its soldiers simply watching vandals enter and torch the buildings. Said Arjomand, an editor of the journal Studies on Persianate Societies and a professor of sociology at the State University of New York at Stony Brook, wrote, "Our troops, who have been proudly guarding the Oil Ministry, where no window is broken, deliberately condoned these horrendous events."[19] American commanders claim that, to the contrary, they were too busy fighting and had too few troops to protect the museum and libraries. However, this seems to be an unlikely explanation. During the battle for Baghdad, the U.S. military was perfectly willing to dispatch some 2,000 troops to secure northern Iraq's oilfields, and their record on antiquities did not improve when the fighting subsided. At the 6,000-year-old Sumerian city of Ur with its massive ziggurat, or stepped temple-tower (built in the period 2112 - 2095 B.C. and restored by Nebuchadnezzar II in the sixth century B.C.), the Marines spray-painted their motto, "Semper Fi" (semper fidelis, always faithful) onto its walls.[20] The military then made the monument "off limits" to everyone in order to disguise the desecration that had occurred there, including the looting by U.S. soldiers of clay bricks used in the construction of the ancient buildings.

Until April 2003, the area around Ur, in the environs of Nasiriyah, was remote and sacrosanct. However, the U.S. military chose the land immediately adjacent to the ziggurat to build its huge Tallil Air Base with two runways measuring 12,000 and 9,700 feet respectively and four satellite camps. In the process, military engineers moved more than 9,500 truckloads of dirt in order to build 350,000 square feet of hangars and other facilities for aircraft and Predator unmanned drones. They completely ruined the area, the literal heartland of human civilization, for any further archaeological research or future tourism. On October 24, 2003, according to the Global Security Organization, the Army and Air Force built its own modern ziggurat. It "opened its second Burger King at Tallil. The new facility, co-located with [a].... Pizza Hut, provides another Burger King restaurant so that more service men and women serving in Iraq can, if only for a moment, forget about the task at hand in the desert and get a whiff of that familiar scent that takes them back home."[21]

The great British archaeologist, Sir Max Mallowan (husband of Agatha Christie), who pioneered the excavations at Ur, Nineveh, and Nimrud, quotes some classical advice that the Americans might have been wise to heed: "There was danger in disturbing ancient monuments.... It was both wise and historically important to reverence the legacies of ancient times. Ur was a city infested with ghosts of the past and it was prudent to appease them."[22]

The American record elsewhere in Iraq is no better. At Babylon, American and Polish forces built a military depot, despite objections from archaeologists. John Curtis, the British Museum's authority on Iraq's many archaeological sites, reported on a visit in December 2004 that he saw "cracks and gaps where somebody had tried to gouge out the decorated bricks forming the famous dragons of the Ishtar Gate" and a "2,600-year-old brick pavement crushed by military vehicles."[23] Other observers say that the dust stirred up by U.S. helicopters has sandblasted the fragile brick façade of the palace of Nebuchadnezzar II, king of Babylon from 605 to 562 B.C.[24] The archaeologist Zainab Bahrani reports, "Between May and August 2004, the wall of the Temple of Nabu and the roof of the Temple of Ninmah, both of the sixth century B.C., collapsed as a result of the movement of helicopters. Nearby, heavy machines and vehicles stand parked on the remains of a Greek theater from the era of Alexander of Macedon [Alexander the Great]."[25]

And none of this even begins to deal with the massive, ongoing looting of historical sites across Iraq by freelance grave and antiquities robbers, preparing to stock the living rooms of western collectors. The unceasing chaos and lack of security brought to Iraq in the wake of our invasion have meant that a future peaceful Iraq may hardly have a patrimony to display. It is no small accomplishment of the Bush administration to have plunged the cradle of the human past into the same sort of chaos and lack of security as the Iraqi present. If amnesia is bliss, then the fate of Iraq's antiquities represents a kind of modern paradise.

President Bush's supporters have talked endlessly about his global war on terrorism as a "clash of civilizations." But the civilization we are in the process of destroying in Iraq is part of our own heritage. It is also part of the world's patrimony. Before our invasion of Afghanistan, we condemned the Taliban for their dynamiting of the monumental third century A.D. Buddhist statues at Bamiyan in March, 2001. Those were two gigantic statues of remarkable historical value and the barbarism involved in their destruction blazed in headlines and horrified commentaries in our country. Today, our own government is guilty of far greater crimes when it comes to the destruction of a whole universe of antiquity, and few here, when they consider Iraqi attitudes toward the American occupation, even take that into consideration. But what we do not care to remember, others may recall all too well.

Double Standards in the Global War on Terror

Oh, the spectacle of it all -- and don't think I'm referring to those opening ceremonies in Beijing, where North Korean-style synchronization seemed to fuse with smiley-faced Walt Disney, or Michael Phelp's thrilling hunt for eight gold medals and Speedo's one million dollar "bonus," a modernized tribute to the ancient Greek tradition of amateurism in action. No, I'm thinking of the blitz of media coverage after Dr. Bruce Ivins, who worked at the U.S. Army Medical Research Institute of Infectious Diseases at Fort Detrick, Maryland, committed suicide by Tylenol on July 29th and the FBI promptly accused him of the anthrax attacks of September and October 2001.

You remember them: the powder that, innocuously enough, arrived by envelope -- giving going postal a new meaning -- accompanied by hair-raising letters ominously dated "09-11-01" that said, "Death to America. Death to Israel. Allah is great." Five Americans would die from anthrax inhalation and 17 would be injured. The Hart Senate Office Building, along with various postal facilities, would be shut down for months of clean-up, while media companies that received the envelopes were thrown into chaos.

For a nation already terrified by the attacks of September 11, 2001, the thought that a brutal dictator with weapons of mass destruction (who might even have turned the anthrax over to the terrorists) was ready to do us greater harm undoubtedly helped pave the way for an invasion of Iraq. The President would even claim that Saddam Hussein had the ability to send unmanned aerial vehicles to spray biological or chemical weapons over the east coast of the United States (drones that, like Saddam's nuclear program, would turn out not to exist).

Today, it's hard even to recall just how terrifying those anthrax attacks were. According to a LexisNexis search, between Oct. 4 and Dec. 4, 2001, 389 stories appeared in the New York Times with "anthrax" in the headline. In that same period, 238 such stories appeared in the Washington Post. That's the news equivalent of an unending, high-pitched scream of horror -- and from those attacks would emerge an American world of hysteria involving orange alerts and duct tape, smallpox vaccinations, and finally a war, lest any of this stuff, or anything faintly like it, fall into the hands of terrorists.

And yet, by the end of 2001, it had become clear that, despite the accompanying letters, the anthrax in those envelopes was from a domestically produced strain. It was neither from the backlands of Afghanistan nor from Baghdad, but -- almost certainly -- from our own military bio-weapons labs. At that point, the anthrax killings essentially vanished… Poof!... while 9/11 only gained traction as the singular event of our times.

Those deaths-by-anthrax ceased to be part of the administration's developing Global War on Terror narrative, which was, of course, aimed at Islamist fanatics (and scads of countries that were said to provide them with "safe haven"), but certainly not military scientists here at home. No less quickly did those attacks drop from the front pages -- in fact, simply from the pages -- of the nation's newspapers and off TV screens.

Unlike with 9/11, there would be no ritualistic reminders of the anniversaries of those attacks in years to come. No victims, or survivors, or relatives of victims would step to podiums and ring bells, or read names, or offer encomiums. There would be no billion-dollar (or even million-dollar) memorial to the anthrax dead for the survivors to argue over. There would be little but silence, while the FBI fumbled its misbegotten way through an investigative process largely focused on one U.S. bio-weapons scientist, Steven J. Hatfill, who also worked at Fort Detrick and just happened to be the wrong man. (Bruce Ivins, eerily enough, would work closely with, and aid, the FBI's investigation for years until the spotlight of suspicion came to be directed at him.)

This essentially remained the state of the case until, as July ended, Ivins committed suicide. Then, what a field day! The details, the questions, the doubts, the disputed scientific evidence, the lists of kinds of drugs he was prescribed, the lurid quotes, the "rat's nest" of an anthrax-contaminated lab he worked in, the strange emails and letters! ("I wish I could control the thoughts in my mind… I get incredible paranoid, delusional thoughts at times, and there's nothing I can do until they go away, either by themselves or with drugs.") Case solved! Or not... The "mad scientist" from the Army's Fort Detrick bio-wars labs finally nabbed! Or not...

It was a dream of a story. And the mainstream media ran with it, knowledgeably, authoritatively, as if they had never let it go. Now, as the coverage fades and the story once again threatens to head for obscurity (despite doubts about Ivins's role in the attacks), I thought it might be worth mentioning a few questions that came to my mind as I read through recent coverage -- not on Ivins's guilt or innocence, but on matters that are so much a part of our American landscape that normally no one even thinks to ask about them.

Here are my top six questions about the case:

1. Why wasn't the Bush administration's War on Terror modus operandi applied to the anthrax case?

On August 10th, William J. Broad and Scott Shane reported on some of the human costs of the FBI anthrax investigation in a front-page New York Times piece headlined, "For Suspects, Anthrax Case Had Big Costs, Scores of the Innocent in a Wide F.B.I. Net." They did a fine job of establishing that those who serially came under suspicion had a tough time of it: "lost jobs, canceled visas, broken marriages, frayed friendships." According to the Times (and others), under the pressure of FBI surveillance, several had their careers wrecked; most were interviewed and re-interviewed numerous times in a "heavy-handed" manner, as well as polygraphed; some were tailed and trailed, their homes searched, and their workplaces ransacked.

Under the pressure of FBI "interest," anthrax specialist and "biodefense insider" Perry Mikesell evidently turned into an alcoholic and drank himself to death. Steven Hatfill, while his life was being turned inside out, had an agent trailing him in a car run over his foot, for which, Broad and Shane add, he, not the agent, was issued a ticket. And finally, of course, Dr. Ivins, growing ever more distressed and evidently ever less balanced, committed suicide on the day his lawyer was meeting with the FBI about a possible plea bargain that could have left him in jail for life, but would have taken the death penalty off the table.

Still, tough as life was for Mikesell, Hatfill, Ivins, and scores of others, here's an observation that you'll see nowhere else in a media that's had a two-week romp through the case: In search of a confession, none of the suspects of these last years, including Ivins, ever had a lighted cigarette inserted in his ear; none of them were hit, spit on, kicked, and paraded naked; none were beaten to death while imprisoned but uncharged with a crime; none were doused with cold water and left naked in a cell on a freezing night; none were given electric shocks, hooded, shackled in painful "stress positions," or sodomized; none were subjected to loud music, flashing lights, and denied sleep for days on end; none were smothered to death, or made to crawl naked across a jail floor in a dog collar, or menaced by guard dogs. None were ever waterboarded.

Whatever the pressure on Ivins or Hatfill, neither was kidnapped off a street near his house, stripped of his clothes, diapered, blindfolded, shackled, drugged, and "rendered" to the prisons of another country, possibly to be subjected to electric shocks or cut by scalpel by the torturers of a foreign regime. Even though each of the suspects in the anthrax murders was, at some point, believed to have been a terrorist who had committed a heinous crime with a weapon of mass destruction, none were ever declared "enemy combatants." None were ever imprisoned without charges, or much hope of trial or release, in off-shore, secret, CIA-run "black sites."

Why not?

2. Why wasn't the U.S. military sent in?

Part of the reigning paradigm of the Bush years was this: police work was not enough when the homeland was threatened. The tracking down of terrorists who had killed or might someday kill Americans was a matter of "war." Those who had attacked the American homeland and murdered U.S. citizens would, as our President put it, be "hunted down" by special ops forces and CIA agents who had been granted the right to assassinate and brought in "dead or alive."

Why then, when acts of murderous bio-terror had been committed on American soil, was the military not called in? Why were no CIA "death squads" -- the tellingly descriptive phrase used by Jane Mayer in her remarkable new book, The Dark Side -- dispatched to assassinate likely suspects? Why were no Predator unmanned drones, armed with Hellfire missiles, launched to cruise the skies of Maryland and take out Ivins or other suspects "precisely" and "surgically" in their homes (whatever the "collateral damage")? Why, in fact, weren't their homes simply obliterated in the manner regularly employed in Afghanistan, Pakistan, Somalia, and elsewhere? (In fact, it seems to have taken the FBI two years after their first suspicions of Ivins simply to search his house and even longer finally to take away his high-level security clearance.)

Once U.S. weapons labs were identified as the sources of the anthrax, why were no special ops teams sent in to occupy the facilities, shut them down, and fly those found there, shackled and blindfolded, to Guantanamo or other more secret sites?

Why, when the administration went to great lengths to squeeze off funding for terrorists elsewhere, was funding for those labs significantly increased?

Why, when those swept up or simply kidnapped by the Bush administration and then discovered to be innocent, were -- after secret imprisonment, abuse, and torture -- regularly released without apology or reimbursement (if released at all), did the U.S. government pay Hatfill $4.6 million to settle a lawsuit he filed in response to his ordeal?

Why when, according to the Vice President's "one percent doctrine," no response was too extreme if even a minuscule chance of a catastrophic attack against the U.S. "homeland" existed, were no extreme acts taken with a WMD killer (or killers) on the loose, possibly in Maryland's suburbs?

3. Once the anthrax threat was identified as coming from U.S. military labs, why did the administration, the FBI, and the media assume that only a single individual was responsible?

Read as much of the coverage of the anthrax killings as you want and you'll discover that the FBI has long taken for blanket fact that a single "mad scientist" was the culprit -- and, no less important, that that theory has been accepted as bedrock fact by the media as well. No alternative possibilities have been seriously considered for years.

For instance, it is known that a set of the anthrax letters was sent from a mailbox in Princeton, New Jersey, some hours from Ivins's home and the Fort Detrick lab in Frederick, Maryland. The question the FBI puzzled over -- and the media took up vigorously -- was whether, on the day in question, Ivins had time to make it to Princeton and back, given what's known of his schedule. The FBI suggests that he did; critics suggest otherwise. No one, however, seems to consider the possibility that the lone terrorist of the anthrax killings might have had one or more accomplices, which would have made the "problem" of mailing those letters into a piece of cake.

Is it that Americans, as opposed to foreigners bent on terrorism, are assumed to be unstoppable individualists, loners canny enough to carry out plots by themselves? Does no one recall that the last great act of American terrorism in the United States, the bombing of the Alfred P. Murrah Federal Building in Oklahoma City in 1995, was a crime committed by at least two American "loners"? (The earliest reports in that case, too, blamed Arab terrorists -- plural.)

There seem to have been no serious al-Qaeda "sleeper cells" in this country, but how do we know that there isn't a "sleeper cell" of American bio-killers lurking somewhere in the U.S. military lab community?

4. What of those military labs? Why does their history continue to play little or no part in the story of the anthrax attacks?

In reading through reams of coverage of Ivins's suicide and the FBI case against him, I found only a single reference to the work his lab at Fort Detrick had been dedicated to throughout most of the Cold War era. Here is that sentence from the Washington Post: "As home to the Army Biological Warfare Laboratories, the facility ran a top-secret program producing offensive biological weapons from 1943 until 1969." And yet, if you don't grasp this fact, the real significance of the anthrax case remains in the shadows.

As with the continuing story of nuclear dangers on our planet, the terrors of our age are almost invariably portrayed as emerging from bands of fanatics, or lands like Iran said to be ruled by the same, in the backlands of our planet (some of which also just happen to be in the energy heartlands of the same planet). And yet, if we are terrified enough of loose or proliferating weapons of mass destruction to threaten or start wars over them, it's important to understand that, from 1945 on, these dangers -- and they are grim dangers -- emerged from the heartland of the military-industrial machines of the two Cold War superpowers, the U.S. and the USSR.

Put another way, the most conceptually frightening attacks of 2001 came directly from the Cold War urge to develop offensive biological weapons. Until 1969, the Army's biological-warfare laboratories at Fort Detrick were focused, in part, on that task. Plain and simple. After President Richard Nixon shut down the offensive bio-war program in 1969, the Army's scientists switched to work on "defenses" against the same. As with defenses against nuclear attack, however, such work, by its nature, is often hard to separate from offensive work on such weaponry. In other words, looked at a certain way, one focus of the Fort Detrick lab, which fell under suspicion in the anthrax attacks by the winter of 2001, has long been putting bio-war on the global menu. In that, it was evidently successful in the end.

There is irony here, of course. In the post-Cold War era, our worries focused almost solely on the deteriorating, sometimes ill-guarded Russian Cold War labs and storehouses for biological, chemical, and nuclear war. It was long feared that, from them, such nightmares would drop into our world. But in this we were, it seems, wrong. The labs with the holes were ours and -- what's more terrifying -- the possibilities for leakage and misuse are still expanding exponentially.

5. Were the anthrax attacks the less important ones of 2001?

If you compare the two sets of 2001 attacks in terms of death and destruction, 9/11 obviously leaves the anthrax attacks in the dust. Thought about a certain way, however, the attacks of 9/11, while bold, murderous, televisually spectacular, and apocalyptic looking, were conceptually old hat. It was the anthrax attacks that pointed the way to a new and frightening future.

After all, the World Trade Center had already been attacked, and one of its towers nearly toppled, by a rental-van bomb driven into an underground garage by Islamists back in 1993. The planes in the 2001 assaults were, as Mike Davis has written, simply car bombs with wings, and car bombs have a painfully long history. Even though in their targeting -- the symbolic mega-buildings of an imperial power whose citizens previously preferred to believe themselves invulnerable -- the 9/11 hijackers offered a new psychological reality to Americans, their most striking and unsettling feature was perhaps themselves. Those 19 men had pledged to commit suicide not for their country, as had thousands of Japanese kamikaze pilots at the end of World War II, or even for a potential country like hundreds of Tamil suicide bombers in Sri Lanka, but for a religious fantasy (behind which lay non-religious grievances). On the other hand, the 9/11 attacks were but a larger, more ambitious version of, for instance, the suicide-by-boat attack on the U.S.S. Cole in a Yemeni port in 2000.

On the other hand, the anthrax mailings represented something new. (The Japanese Aum Shinrikyo cult had attempted to make and use bio-weapons, including anthrax, back in 1990s, but failed.) If the al-Qaeda strike on 9/11 had only simulated a weapon-of-mass-destruction attack, with the anthrax killer, no imagination was necessary. An actual weapon of mass destruction -- highly refined anthrax -- had been used successfully, then used again, and the killer(s) remained at large, not in the Afghan backlands but somewhere in our midst, with no evidence that the supply of anthrax had been used up.

And yet, even as the Bush administration, the two presidential candidates, all of Washington, and the media remain focused on terrorism in the Afghan-Pakistani border regions, few give serious thought -- except when it comes to individual culpability -- to the terror that emerged from the depths of the military-industrial complex, from our own Cold War weapons labs. To that, no aspect of the Global War on Terror seems to apply.

6. Who is winning the Global War on Terror?

The answer, obviously, is the terrorists. Just last week, Mike McConnell, the director of national intelligence, made this crystal clear when it came to al-Qaeda. He testified before Congress that the organization "is gaining in strength from its refuge in Pakistan and is steadily improving its ability to recruit, train and position operatives capable of carrying out attacks inside the United States." In fact, it's been clear enough for quite a while that the Bush administration's Global War on Terror has mainly succeeded in creating ever more terrorists in ever more places. And yet, arguably, the anthrax killer or killers have, to date, gained far more than al-Qaeda. Looked at a certain way, whatever the role of Bruce Ivins, the anthrax killings proved to be a full-scale triumph of terrorism.

One theory has long been that whoever committed the anthrax outrages was intent on drawing attention (and probably funding) to further research and development of U.S. bio-war "defenses." If so, then, what a remarkable success! In the years since the attacks occurred, funding has flooded into such labs, whose numbers have grown strikingly. On September 11, 2001, reports the Washington Post, "there were only five ‘biosafety level 4' labs -- places equipped to study highly lethal agents such as Ebola that have no human vaccine or treatment -- a Government Accountability Office report stated last fall. Fifteen are in operation or under construction now, according to the report. There are hundreds more biosafety level 3 labs, which handle agents such as Bacillus anthracis, which does have a human vaccine."

The few hundred people at work in the U.S. bio-defense program before 9/11 have swelled to perhaps 14,000 scientists who have "clearances to work with ‘select biological agents' such as Bacillus anthracis -- many of them civilians working at private universities" where, according to experts, "security regulations are remarkably lax." And don't forget the Army's own billion-dollar plan to "build a larger laboratory complex as part of a proposed interagency biodefense campus at Fort Detrick." We're talking about the place where, as Ivins's crew was evidently nicknamed, "Team Anthrax" worked and whose labs are reputedly "renowned for losing anthrax." In these same years, according to the New York Times, "almost $50 billion in federal money has been spent to build new laboratories, develop vaccines and stockpile drugs." Some of this money was pulled out of basic public health funds which once ensured that large numbers of people wouldn't die of treatable diseases like tuberculosis and redirected into work on the Ebola virus, anthrax, and other exotic pathogens.

In these years, not to put too fine a point on it, the Bush administration has exponentially expanded our bio-war labs, increasing significantly the likelihood that a new "mad scientist" will have far more opportunity and far more deadly material available to work with. It has, in other words, increased the likelihood not just that terror will come to "the homeland," but that it will come from the homeland. Thanks to this administration, the terrorists won this round and future terrorists can reap the fruits of that victory.

Bruce Ivins, whatever you did, or whatever was done to you, R.I.P. Your lab is in good hands. And the likelihood is that, almost seven years after the first anthrax envelope arrived, the world is more of a terror machine than ever.

More recently, Glenn Greenwald of Salon.com has done superb work on the anthrax story. In 2007, he wrote a striking column, "The unresolved story of ABC News' false Saddam-anthrax reports," on some crucially bad reporting by Brian Ross and ABC, and he followed up after Ivins's suicide with a piece, ("Journalists, their lying sources, and the anthrax investigation,") that has more unsettling questions about the anthrax case than any other 16 pieces I've seen. It's a must read. Jay Rosen, at his always interesting PressThink blog, took up Greenwald's challenge to Brian Ross and ABC on its reporting and pressed the point home in two recent posts, here and here.

Finally, Elisa D. Harris, a senior research scholar at the Center for International and Security Studies at the University of Maryland, had a fine, thoughtful op-ed last week in the New York Times, "The Killers in the Lab" ("Our efforts to fight biological weapons are making us less safe"), which laid out in an impressive way the expansion of U.S. bio-weapons research since 2001.]

Is Perpetual War Our Future?

Learning the Wrong Lessons from the Bush Era

To appreciate the full extent of the military crisis into which the United States has been plunged requires understanding what the Iraq War and, to a lesser extent, the Afghan War have to teach. These two conflicts, along with the attacks of September 11, 2001, will form the centerpiece of George W. Bush's legacy. Their lessons ought to constitute the basis of a new, more realistic military policy.

In some respects, the effort to divine those lessons is well under way, spurred by critics of President Bush's policies on the left and the right as well as by reform-minded members of the officer corps. Broadly speaking, this effort has thus far yielded three distinct conclusions. Whether taken singly or together, they invert the post-Cold War military illusions that provided the foundation for the president's Global War on Terror. In exchange for these received illusions, they propound new ones, which are equally misguided. Thus far, that is, the lessons drawn from America's post-9/11 military experience are the wrong ones.

According to the first lesson, the armed services -- and above all the Army -- need to recognize that the challenges posed by Iraq and Afghanistan define not only the military's present but also its future, the "next war," as enthusiasts like to say. Rooting out insurgents, nation-building, training and advising "host nation" forces, population security and control, winning hearts and minds -- these promise to be ongoing priorities, preoccupying U.S. troops for decades to come, all across the Islamic world.

Rather than brief interventions ending in decisive victory, sustained presence will be the norm. Large-scale conventional conflict like 1991's Operation Desert Storm becomes the least likely contingency. The future will be one of small wars, expected to be frequent, protracted, perhaps perpetual.

Although advanced technology will retain an important place in such conflicts, it will not be decisive. Wherever possible, the warrior will rely on "nonkinetic" methods, functioning as diplomat, mediator, and relief worker. No doubt American soldiers will engage in combat, but, drawing on the latest findings of social science, they will also demonstrate cultural sensitivity, not to speak of mastering local languages and customs. As Secretary of Defense Robert Gates put it in October 2007, "Reviving public services, rebuilding infrastructure and promoting good governance" had now become soldiers' business. "All these so-called nontraditional capabilities have moved into the mainstream of military thinking, planning, and strategy -- where they must stay."

This prospect implies a rigorous integration of military action with political purpose. Hard power and soft power will merge. The soldier on the ground will serve as both cop and social worker. This prospect also implies shedding the sort of utopian expectations that produced so much confident talk of "transformation," "shock-and-awe," and "networkcentric warfare" -- all of which had tended to segregate war and politics into separate compartments.

Local conditions will dictate technique, dooming the Pentagon's effort to devise a single preconceived, technologically determined template applicable across the entire spectrum of conflict. When it comes to low-intensity wars, the armed services will embrace a style owing less to the traditions of the Civil War, World War II, or even Gulf War I than to the nearly forgotten American experiences in the Philippines after 1898 and in Central America during the 1920s. Instead of looking for inspiration at the campaigns of U. S. Grant, George Patton, or H. Norman Schwarzkopf, officers will study postwar British and French involvement in places like Palestine and Malaya, Indochina and Algeria.

In sum, an officer corps bloodied in Iraq and Afghanistan has seen the future and it points to many more Iraqs and Afghanistans. Whereas the architects of full spectrum dominance had expected the unprecedented lethality, range, accuracy, and responsiveness of high-tech striking power to perpetuate military dominion, the veterans of Iraq and Afghanistan know better. They remain committed to global dominance while believing that its pursuit will require not only advanced weaponry but also the ability to put boots on the ground and keep them there. This, in turn, implies a plentiful supply of soldiers and loads of patience on the home front.

Were the Civilians of the Defense Department Responsible?

Viewed from another perspective, however, the post-9/11 wars teach an altogether different lesson. According to this alternative view, echoing a similar complaint during the Vietnam era, the shortcomings of U.S. policy in Iraq and Afghanistan have little to do with the actual performance of American forces in the field and everything to do with the meddling of bumbling civilians back in Washington. In its simplest form, fault lies not with the troops themselves, nor with their commanders, but with the likes of Secretary of Defense Donald Rumsfeld, Deputy Secretary of Defense Paul Wolfowitz, and Undersecretary of Defense Douglas Feith, who prevented the troops from doing their jobs.

The charges leveled by Major General John Batiste, who served in Rumsfeld's Pentagon but subsequently retired in disgust and became one of the defense secretary's loudest military critics, are representative of this view. "Rumsfeld's dismal strategic decisions resulted in the unnecessary deaths of American servicemen and women," Batiste declared in September 2006. The former general held Rumsfeld personally "responsible for America and her allies going to war with the wrong plan." But that was just for starters. Rumsfeld also "violated fundamental principles of war, dismissed deliberate military planning, ignored the hard work to build the peace after the fall of Saddam Hussein, set the conditions for Abu Ghraib and other atrocities that further ignited the insurgency, disbanded Iraqi security force institutions when we needed them most, [and] constrained our commanders with an overly restrictive de-Ba'athification policy."

Nor was the problem limited to Rumsfeld himself. It included his chief lieutenants. According to Batiste, Rumsfeld surrounded himself "with like-minded and compliant subordinates who [did] not grasp the importance of the principles of war, the complexities of Iraq, or the human dimension of warfare." The overall effect was tantamount to murder: Rumsfeld "tied the hands of commanders while our troops were in contact with the enemy."

Here lies the second preliminary lesson drawn from Iraq and Afghanistan, one that appeals to disgruntled military officers like Batiste, but also to Democrats eager to blame the Bush administration for any and all sins and to neoconservatives looking to absolve themselves of responsibility for botched wars that they had once cavalierly promoted. The corrective to civilian arrogance and misjudgment is obvious: It requires tilting the civil-military balance back in favor of the generals, untying the hands of senior commanders.

From this perspective, the most important lesson to take away from Iraq and Afghanistan is the imperative to empower military professionals. The Petraeus moment of 2007, when all of official Washington from President Bush to the lowest-ranking congressional staffer waited with bated breath for General David Petraeus to formulate basic policy for Iraq, offers a preview of how this lesson might play itself out.

Is a Draft the Answer?

There is also a third perspective, which blames the failures of Iraq and Afghanistan on a problematic relationship between soldiers and society. According to this view, the All-Volunteer Force itself is the problem. As the military historian Adrian Lewis observed, "The most significant transformation in the American conduct of war since World War II and the invention of the atomic bomb was not technological, but cultural, social, and political -- the removal of the American people from the conduct of war." Only after 9/11, with the Bush administration waging war on multiple fronts, have the implications of this transformation become fully evident.

A reliance on volunteer-professionals places a de facto cap on the army's overall size. The pool of willing recruits is necessarily limited. Given a choice, most young Americans will opt for opportunities other than military service, with protracted war diminishing rather than enhancing any collective propensity to volunteer. It is virtually inconceivable that any presidential call to the colors, however impassioned, any PR campaign, however cleverly designed, or any package of pay and bonuses, however generous, could reverse this disinclination.

Furthermore, to the extent that an army composed of regulars is no longer a people's army, the people have little say in its use. In effect, the professional military has become an extension of the imperial presidency. The troops fight when and where the commander in chief determines.

Finally, a reliance on professional soldiers eviscerates the concept of civic duty, relieving citizens at large of any obligation to contribute to the nation's defense. Ending the draft during the waning days of the Vietnam War did nothing to heal the divisions created by that conflict; instead, it ratified the separation of army from society. Like mowing lawns and bussing tables, fighting and perhaps dying to sustain the American way of life became something that Americans pay others to do.

So the third lesson of the Iraq War focuses on the need to repair the relationship between army and society. One way to do this is to junk the All-Volunteer Force altogether. Rather than rely on professionals, perhaps it makes sense to revive the tradition of the citizen-soldier.

Proposals to restore this hallowed tradition invariably conjure up images of reinstituting some form of conscription. In place of a system based on the principle of individual choice, those unhappy with the AVF advocate a system based on the principle of state compulsion.

The advantages offered by such a system are hardly trivial. To the extent that Iraq and Afghanistan have exposed the operational, political, and moral problems produced by relying on a small professional force, a draft seems to offer one obvious way to alleviate those problems.

For those who worry that the existing army is overextended, conscription provides a mechanism for expansion. Triple the size of the army -- in essence restoring the structure that existed during much of the Cold War -- and the personnel shortages that constrain the prosecution of ground campaigns will disappear. Sustaining the military commitment to Iraq for ten or twenty years, or even a century as Senator John McCain and many neoconservatives are willing to contemplate, then becomes a viable proposition.

War planners will no longer find themselves obliged to give short shrift to Contingency A (Afghanistan) in order to support Contingency B (Iraq). The concept of "surge" will take on a whole new meaning with the Pentagon able to dispatch not a measly 30,000 reinforcements to Iraq or another few thousand to Afghanistan, but 100,000 or more additional troops wherever they might be needed. Was the problem with Operation Iraqi Freedom too few "boots on the ground" for occupation and reconstruction? Reconstitute the draft, and that problem goes away.

Creating a mass army might even permit the United States to resuscitate the Weinberger-Powell Doctrine with its emphasis on "overwhelming force."

For those distressed by the absence of a politically meaningful antiwar movement despite the Iraq War's manifest unpopularity, the appeal of conscription differs somewhat. Some political activists look to an Iraq-era draft to do what the Vietnam-era draft did: animate large-scale protest, alter the political dynamic, and eventually shut down any conflict that lacks widespread popular support. The prospect of involuntary service will pry the kids out of the shopping malls and send them into the streets. It will prod the parents of draft-eligible offspring to see politics as something other than a mechanism for doling out entitlements. As a consequence, members of Congress keen to retain their seats will define their wartime responsibilities as something more than simply rubber-stamping spending bills proposed by the White House. In this way, a draft could reinvigorate American democracy, restore the governmental system of checks and balances, and constrain the warmongers inhabiting the executive branch.

For those moved by moral considerations, a draft promises to ensure a more equitable distribution of sacrifice in war time. No longer will rural Americans, people of color, recent immigrants, and members of the working class fill the ranks of the armed forces in disproportionate numbers. With conscription, the children of the political elite and of the well-to-do will once again bear their fair share of the load. Those reaping the benefits of the American way of life will contribute to its defense, helping to garrison the more distant precincts of empire. Perhaps even the editorial staffs of the Weekly Standard, National Review, and the New Republic might have the opportunity to serve, a salutary prospect given the propensity of those magazines to argue on behalf of military intervention.

Reconfigure the armed services to fight "small wars"; empower the generals; reconnect soldiering to citizenship -- on the surface each of these has a certain appeal. But upon closer examination, each also has large defects. They are the wrong lessons to take from Iraq and Afghanistan.

Drawing the Right Lessons from the Bush Era

If gearing up to fight "small wars," deferring to the brass, and scrapping the All-Volunteer Force are the wrong lessons to be drawn from our recent military experience, then what are the right ones?

The events of the recent past offer several lessons that illuminate these questions. The first concerns the nature of war. Iraq and Afghanistan remind us that war is not subject to reinvention, whatever George W. Bush and Pentagon proponents of the so-called Revolution in Military Affairs may contend.

War's essential nature is fixed, permanent, intractable, and irrepressible. War's constant companions are uncertainty and risk. "War is the realm of chance," wrote the military theorist Carl von Clausewitz nearly two centuries ago. "No other human activity gives it greater scope: no other has such incessant and varied dealings with this intruder…" -- a judgment that the invention of the computer, the Internet, and precision-guided munitions has done nothing to overturn.

So the first lesson to be taken away from the Bush administration's two military adventures is simply this: War remains today what it has always been -- elusive, untamed, costly, difficult to control, fraught with surprise, and sure to give rise to unexpected consequences. Only the truly demented will imagine otherwise.

The second lesson of Iraq and Afghanistan derives from the first. As has been the case throughout history, the utility of armed force remains finite. Even in the information age, to the extent that force "works," it does so with respect to a limited range of contingencies.

Although die-hard supporters of the Global War on Terror will insist otherwise, events in Iraq and Afghanistan have demonstrated definitively that further reliance on coercive methods will not enable the United States to achieve its objectives. Whether the actual aim is to democratize the Islamic world or subdue it, the military "option" is not the answer.

The Bush Doctrine itself provides the basis for a third lesson. For centuries, the Western moral tradition has categorically rejected the concept of preventive war. The events of 9/11 convinced some that this tradition no longer applied: old constraints had to give way. Yet our actual experience with preventive war suggests that, even setting moral considerations aside, to launch a war today to eliminate a danger that might pose a threat at some future date is just plain stupid. It doesn't work.

History has repeatedly demonstrated the irrationality of preventive war. If the world needed a further demonstration, President Bush provided it. Iraq shows us why the Bush Doctrine was a bad idea in the first place and why its abrogation has become essential. For principled guidance in determining when the use of force is appropriate, the country should conform to the Just War tradition -- not only because that tradition is consistent with our professed moral values, but also because its provisions provide an eminently useful guide for sound statecraft.

Finally, there is a fourth lesson, relating to the formulation of strategy. The results of U.S. policy in Iraq and Afghanistan suggest that in the upper echelons of the government and among the senior ranks of the officer corps, this has become a lost art.

Since the end of the Cold War, the tendency among civilians -- with President Bush a prime example -- has been to confuse strategy with ideology. The president's freedom agenda, which supposedly provided a blueprint for how to prosecute the Global War on Terror, expressed grandiose aspirations without serious effort to assess the means required to achieve them. Meanwhile, ever since the Vietnam War ended, the tendency among military officers has been to confuse strategy with operations.

Here we come face-to-face with the essential dilemma with which the United States has unsuccessfully wrestled since the Soviets deprived us of a stabilizing adversary. The political elite that ought to bear the chief responsibility for crafting grand strategy instead nurses fantasies of either achieving permanent global hegemony or remaking the world in America's image. Meanwhile, the military elite that could puncture those fantasies and help restore a modicum of realism to U.S. policy fixates on campaigns and battles, with generalship largely a business of organizing and coordinating matériel.

The four lessons of Iraq and Afghanistan boil down to this: Events have exposed as illusory American pretensions to having mastered war. Even today, war is hardly more subject to human control than the tides or the weather. Simply trying harder -- investing ever larger sums in even more advanced technology, devising novel techniques, or even improving the quality of American generalship -- will not enable the United States to evade that reality.

As measured by results achieved, the performance of the military since the end of the Cold War and especially since 9/11 has been unimpressive. This indifferent record of success leads some observers to argue that we need a bigger army or a different army.

But the problem lies less with the army that we have -- a very fine one, which every citizen should wish to preserve -- than with the requirements that we have imposed on our soldiers. Rather than expanding or reconfiguring that army, we need to treat it with the respect that it deserves. That means protecting it from further abuse of the sort that it has endured since 2001.

America doesn't need a bigger army. It needs a smaller -- that is, more modest -- foreign policy, one that assigns soldiers missions that are consistent with their capabilities. Modesty implies giving up on the illusions of grandeur to which the end of the Cold War and then 9/11 gave rise. It also means reining in the imperial presidents who expect the army to make good on those illusions. When it comes to supporting the troops, here lies the essence of a citizen's obligation.

Illusions of Victory

How the United States Did Not Reinvent War… But Thought It Did

"War is the great auditor of institutions," the historian Corelli Barnett once observed. Since 9/11, the United States has undergone such an audit and been found wanting. That adverse judgment applies in full to America's armed forces.

Valor does not offer the measure of an army's greatness, nor does fortitude, nor durability, nor technological sophistication. A great army is one that accomplishes its assigned mission. Since George W. Bush inaugurated his global war on terror, the armed forces of the United States have failed to meet that standard.

In the aftermath of September 11, 2001, Bush conceived of a bold, offensive strategy, vowing to "take the battle to the enemy, disrupt his plans, and confront the worst threats before they emerge." The military offered the principal means for undertaking this offensive, and U.S. forces soon found themselves engaged on several fronts.

Two of those fronts --- Afghanistan and Iraq -- commanded priority attention. In each case, the assigned task was to deliver a knockout blow, leading to a quick, decisive, economical, politically meaningful victory. In each case, despite impressive displays of valor, fortitude, durability, and technological sophistication, America's military came up short. The problem lay not with the level of exertion but with the results achieved.

In Afghanistan, U.S. forces failed to eliminate the leadership of Al Qaeda. Although they toppled the Taliban regime that had ruled most of that country, they failed to eliminate the Taliban movement, which soon began to claw its way back. Intended as a brief campaign, the Afghan War became a protracted one. Nearly seven years after it began, there is no end in sight. If anything, America's adversaries are gaining strength. The outcome remains much in doubt.

In Iraq, events followed a similar pattern, with the appearance of easy success belied by subsequent developments. The U.S. invasion began on March 19, 2003. Six weeks later, against the backdrop of a White House-produced banner proclaiming "Mission Accomplished," President Bush declared that "major combat operations in Iraq have ended." This claim proved illusory.

Writing shortly after the fall of Baghdad, the influential neoconservatives David Frum and Richard Perle declared Operation Iraqi Freedom "a vivid and compelling demonstration of America's ability to win swift and total victory." General Tommy Franks, commanding the force that invaded Iraq, modestly characterized the results of his handiwork as "unequalled in its excellence by anything in the annals of war." In retrospect, such judgments -- and they were legion -- can only be considered risible. A war thought to have ended on April 9, 2003, in Baghdad's al-Firdos Square was only just beginning. Fighting dragged on for years, exacting a cruel toll. Iraq became a reprise of Vietnam, although in some respects at least on a blessedly smaller scale.

A New American Way of War?

It wasn't supposed to be this way. Just a few short years ago, observers were proclaiming that the United States possessed military power such as the world had never seen. Here was the nation's strong suit. "The troops" appeared unbeatable. Writing in 2002, for example, Max Boot, a well-known commentator on military matters, attributed to the United States a level of martial excellence "that far surpasses the capabilities of such previous would-be hegemons as Rome, Britain, and Napoleonic France." With U.S. forces enjoying "unparalleled strength in every facet of warfare," allies, he wrote, had become an encumbrance: "We just don't need anyone else's help very much."

Boot dubbed this the Doctrine of the Big Enchilada. Within a year, after U.S. troops had occupied Baghdad, he went further: America's army even outclassed Germany's Wehrmacht. The mastery displayed in knocking off Saddam, Boot gushed, made "fabled generals such as Erwin Rommel and Heinz Guderian seem positively incompetent by comparison."

All of this turned out to be hot air. If the global war on terror has produced one undeniable conclusion, it is this: Estimates of U.S. military capabilities have turned out to be wildly overstated. The Bush administration's misplaced confidence in the efficacy of American arms represents a strategic misjudgment that has cost the country dearly. Even in an age of stealth, precision weapons, and instant communications, armed force is not a panacea. Even in a supposedly unipolar era, American military power turns out to be quite limited.

How did it happen that Americans so utterly overappraised the utility of military power? The answer to that question lies at the intersection of three great illusions.

According to the first illusion, the United States during the 1980s and 1990s had succeeded in reinventing armed conflict. The result was to make force more precise, more discriminating, and potentially more humane. The Pentagon had devised a new American Way of War, investing its forces with capabilities unlike any the world had ever seen. As President Bush exuberantly declared shortly after the fall of Baghdad in April 2003, "We've applied the new powers of technology… to strike an enemy force with speed and incredible precision. By a combination of creative strategies and advanced technologies, we are redefining war on our terms. In this new era of warfare, we can target a regime, not a nation."

The distinction between regime and nation was a crucial one. By employing these new military techniques, the United States could eliminate an obstreperous foreign leader and his cronies, while sparing the population over which that leader ruled. Putting a missile through the roof of a presidential palace made it unnecessary to incinerate an entire capital city, endowing force with hitherto undreamed-of political utility and easing ancient moral inhibitions on the use of force. Force had been a club; it now became a scalpel. By the time the president spoke, such sentiments had already become commonplace among many (although by no means all) military officers and national security experts.

Here lay a formula for certain victory. Confidence in military prowess both reflected and reinforced a post-Cold War confidence in the universality of American values. Harnessed together, they made a seemingly unstoppable one-two punch.

With that combination came expanded ambitions. In the 1990s, the very purpose of the Department of Defense changed. Sustaining American global preeminence, rather than mere national security, became its explicit function. In the most comprehensive articulation of this new American Way of War, the Joint Chiefs of Staff committed the armed services to achieving what they called "full spectrum dominance" -- unambiguous supremacy in all forms of warfare, to be achieved by tapping the potential of two "enablers" -- "technological innovation and information superiority."

Full spectrum dominance stood in relation to military affairs as the political scientist Francis Fukuyama's well-known proclamation of "the end of history" stood in relation to ideology: Each claimed to have unlocked ultimate truths. According to Fukuyama, democratic capitalism represented the final stage in political economic evolution. According to the proponents of full spectrum dominance, that concept represented the final stage in the evolution of modern warfare. In their first days and weeks, the successive invasions of Afghanistan and Iraq both seemed to affirm such claims.

How Not to "Support the Troops"

According to the second illusion, American civilian and military leaders subscribed to a common set of principles for employing their now-dominant forces. Adherence to these principles promised to prevent any recurrence of the sort of disaster that had befallen the nation in Vietnam. If politicians went off half-cocked, as President Lyndon Johnson and Secretary of Defense Robert McNamara had back in the 1960s, generals who had correctly discerned and assimilated the lessons of modern war could be counted on to rein them in.

These principles found authoritative expression in the Weinberger-Powell Doctrine, which specified criteria for deciding when and how to use force. Caspar Weinberger, secretary of defense during most of the Reagan era, first articulated these principles in 1984. General Colin Powell, chairman of the Joint Chiefs of Staff during the early 1990s, expanded on them. Yet the doctrine's real authors were the members of the post-Vietnam officer corps. The Weinberger-Powell principles expressed the military's own lessons taken from that war. Those principles also expressed the determination of senior officers to prevent any recurrence of Vietnam.

Henceforth, according to Weinberger and Powell, the United States would fight only when genuinely vital interests were at stake. It would do so in pursuit of concrete and attainable objectives. It would mobilize the necessary resources -- political and moral as well as material -- to win promptly and decisively. It would end conflicts expeditiously and then get out, leaving no loose ends. The spirit of the Weinberger-Powell Doctrine was not permissive; its purpose was to curb the reckless or imprudent inclinations of bellicose civilians.

According to the third illusion, the military and American society had successfully patched up the differences that produced something akin to divorce during the divisive Vietnam years. By the 1990s, a reconciliation of sorts was under way. In the wake of Operation Desert Storm, "the American people fell in love again with their armed forces." So, at least, General Colin Powell, one of that war's great heroes, believed. Out of this love affair a new civil-military compact had evolved, one based on the confidence that, in times of duress, Americans could be counted on to "support the troops." Never again would the nation abandon its soldiers.

The All-Volunteer Force (AVF) -- despite its name, a professional military establishment -- represented the chief manifestation of this new compact. By the 1990s, Americans were celebrating the AVF as the one component of the federal government that actually worked as advertised. The AVF embodied the nation's claim to the status of sole superpower; it was "America's Team." In the wake of the Cold War, the AVF sustained the global Pax Americana without interfering with the average American's pursuit of life, liberty, and happiness. What was not to like?

Events since 9/11 have exposed these three illusions for what they were. When tested, the new American Way of War yielded more glitter than gold. The generals and admirals who touted the wonders of full spectrum dominance were guilty of flagrant professional malpractice, if not outright fraud. To judge by the record of the past twenty years, U.S. forces win decisively only when the enemy obligingly fights on American terms -- and Saddam Hussein's demise has drastically reduced the likelihood of finding such accommodating adversaries in the future. As for loose ends, from Somalia to the Balkans, from Central Asia to the Persian Gulf, they have been endemic.

When it came to the Weinberger-Powell Doctrine, civilian willingness to conform to its provisions proved to be highly contingent. Confronting Powell in 1993, Madeleine Albright famously demanded to know, "What's the point of having this superb military that you're always talking about, if we can't use it?" Mesmerized by the prospects of putting American soldiers to work to alleviate the world's ills, Albright soon enough got her way. An odd alliance that combined left-leaning do-gooders with jingoistic politicians and pundits succeeded in chipping away at constraints on the use of force. "Humanitarian intervention" became all the rage. Whatever restraining influence the generals exercised during the 1990s did not survive that decade. Lessons of Vietnam that had once seemed indelible were forgotten.

Meanwhile, the reconciliation of the people and the army turned out to be a chimera. When the chips were down, "supporting the troops" elicited plenty of posturing but little by way of binding commitments. Far from producing a stampede of eager recruits keen to don a uniform, the events of 9/11 reaffirmed a widespread popular preference for hiring someone else's kid to chase terrorists, spread democracy, and ensure access to the world's energy reserves.

In the midst of a global war of ostensibly earthshaking importance, Americans demonstrated a greater affinity for their hometown sports heroes than for the soldiers defending the distant precincts of the American imperium. Tom Brady makes millions playing quarterback in the NFL and rakes in millions more from endorsements. Pat Tillman quit professional football to become an army ranger and was killed in Afghanistan. Yet, of the two, Brady more fully embodies the contemporary understanding of the term patriot.

Demolishing the Doctrine of the Big Enchilada

While they persisted, however, these three illusions fostered gaudy expectations about the efficacy of American military might. Every president since Ronald Reagan has endorsed these expectations. Every president since Reagan has exploited his role as commander in chief to expand on the imperial prerogatives of his office. Each has also relied on military power to conceal or manage problems that stemmed from the nation's habits of profligacy.

In the wake of 9/11, these puerile expectations -- that armed force wielded by a strong-willed chief executive could do just about anything -- reached an apotheosis of sorts. Having manifestly failed to anticipate or prevent a devastating attack on American soil, President Bush proceeded to use his ensuing global war on terror as a pretext for advancing grandiose new military ambitions married to claims of unbounded executive authority -- all under the guise of keeping Americans "safe."

With the president denying any connection between the events of September 11th and past U.S. policies, his declaration of a global war nipped in the bud whatever inclination the public might have entertained to reconsider those policies. In essence, Bush counted on war both to concentrate greater power in his own hands and to divert attention from the political, economic, and cultural bind in which the United States found itself as a result of its own past behavior.

As long as U.S. forces sustained their reputation for invincibility, it remained possible to pretend that the constitutional order and the American way of life were in good health. The concept of waging an open-ended global campaign to eliminate terrorism retained a modicum of plausibility. After all, how could anyone or anything stop the unstoppable American soldier?

Call that reputation into question, however, and everything else unravels. This is what occurred when the Iraq War went sour. The ills afflicting our political system, including a deeply irresponsible Congress, broken national security institutions, and above all an imperial commander in chief not up to the job, became all but impossible to ignore. So, too, did the self-destructive elements inherent in the American way of life -- especially an increasingly costly addiction to foreign oil, universally deplored and almost as universally indulged. More noteworthy still, the prospect of waging war on a global scale for decades, if not generations, became preposterous.

To anyone with eyes to see, the events of the past seven years have demolished the Doctrine of the Big Enchilada. A gung-ho journalist like Robert Kaplan might still believe that, with the dawn of the twenty-first century, the Pentagon had "appropriated the entire earth, and was ready to flood the most obscure areas of it with troops at a moment's notice," that planet Earth in its entirety had become "battle space for the American military." Yet any buck sergeant of even middling intelligence knew better than to buy such claptrap.

With the Afghanistan War well into its seventh year and the Iraq War marking its fifth anniversary, a commentator like Michael Barone might express absolute certainty that "just about no mission is impossible for the United States military." But Barone was not facing the prospect of being ordered back to the war zone for his second or third combat tour.

Between what President Bush called upon America's soldiers to do and what they were capable of doing loomed a huge gap that defines the military crisis besetting the United States today. For a nation accustomed to seeing military power as its trump card, the implications of that gap are monumental.

Tomgram: Thomas Frank, Washington's Lords of Creation

As the Bush administration heads for "closure," Republican Senator Ted Stevens of Alaska seems to be heading for the same fate in a "redecorating" scandal; Monica Goodling of the (in)Justice Department is back in town for her hiring and firing practices; the eternally Foxy Karl Rove continues to give contempt of Congress real meaning; a federal judge ruled against the administration's typically imperial idea of "immunity"; and rumors are flying about coming "preemptive," blanket presidential pardons for those who organized the administration's torture regime and committed other crimes. All the while, holding up the glorious banner of the Great Tradition, the John McCain campaign continues to be a chop shop for K Street Lobbyists. And that's just a two-second glance at the Washington scene as August begins. As always, give them all high marks for consistency! Après Bush, of course, le déluge.

Why Misgovernment Was No Accident in George W. Bush's Washington

Washington is the city where the scandals happen. Every American knows this, but we also believe, if only vaguely, that the really monumental scandals are a thing of the past, that the golden age of misgovernment-for-profit ended with the cavalry charge and the robber barons, at about the same time presidents stopped wearing beards.

I moved to Washington in 2003, just in time for the comeback, for the hundred-year flood. At first it was only a trickle in the basement, a little stream released accidentally by the president's friends at Enron. Before long, though, the levees were failing all over town, and the city was inundated with a muddy torrent of graft.

How are we to dissect a deluge like this one? We might begin by categorizing the earmarks handed out by Congress, sorting the foolish earmarks from the costly earmarks from the earmarks made strictly on a cash basis. We could try a similar approach to government contracting: the no-bid contracts, the no-oversight contracts, the no-experience contracts, the contracts handed out to friends of the vice president. We might consider the shoplifting career of one of the president's former domestic policy advisers or the habitual plagiarism of the president's liaison to the Christian right. And we would certainly have to find some way to parse the extraordinary incompetence of the executive branch, incompetence so fulsome and steady and reliable that at some point Americans stopped being surprised and began simply to count on it, to think of incompetence as the way government works.

But the onrushing flow swamps all taxonomies. Mass firing of federal prosecutors; bribing of newspaper columnists; pallets of shrink-wrapped cash "misplaced" in Iraq; inexperienced kids running the Baghdad stock exchange; the discovery that many of Alaska's leading politicians are apparently on the take -- our heads swim. We climb to the rooftop, but we cannot find the heights of irony from which we might laugh off the blend of thug and Pharisee that was Tom DeLay -- or dispel the nauseating suspicion, quickly becoming a certainty, that the government of our nation deliberately fibbed us into a pointless, catastrophic war.

Bad Apples All Around

So let us begin on the solid ground of these simple facts: this spectacular episode of misrule has coincided with both the political triumph of conservatism and with the rise of the Washington area to the richest rank of American metropolises. In the period I am describing, gentlemen of the right rolled through the capital like lords of creation. Every spigot was open, and every indulgence slopped out for their gleeful wallowing. All the clichés roared at full, unembarrassed volume: the wines gurgled, the T-bones roasted, the golf courses beckoned, the Learjets zoomed, the contractors' glass buildings sprouted from the earth, and the lobbyists' mansions grew like brick-colonial mushrooms on the hills of northern Virginia.

Democrats, for their part, have tried to explain the flood of misgovernment as part of a "culture of corruption," a phrase at once obviously true and yet so amorphous as to be quite worthless. Republicans have an even simpler answer: government failed, they tell us, because it is the nature of government enterprises to fail. As for the great corruption cases of recent years, they cluck, each is merely a one-of-a-kind moral lapse unconnected to any particular ideology -- an individual bad apple with no effect on the larger barrel.

Which leaves us to marvel helplessly at what appears to be a spectacular run of lousy luck. My, what a lot of bad apples they are growing these days!

Corruption is uniquely reprehensible in a democracy because it violates the system's first principle, which we all learned back in the sunshiny days of elementary school: that the government exists to serve the public, not particular companies or individuals or even elected officials. We Are the Government, insisted the title of a civics primer published in the earnest year of 1945. "The White House belongs to you," its dust jacket told us. "So do all the other splendid buildings in Washington, D.C. For you are a citizen of the United States." For you, young citizen, does the Post Office carry letters to every hamlet in the nation. For you does the Department of Agriculture research better plowing methods and the Bureau of Labor Statistics add up long columns of numbers.

The government and its vast workforce serve the people: The idea is so deep in the American grain that we can't bring ourselves to question it, even in this disillusioned age. Republicans and Democrats may fight over how big government should be and exactly what it should do, but almost everyone shares those baseline good intentions, we believe, that devotion to the public interest.

We continue to believe this in even the most improbable circumstances. Take the worst apple of them all, lobbyist Jack Abramoff, whose astonishing career as a corruptionist has been unreeling in newspaper and congressional investigations since I came to Washington. Abramoff started out as a great political success story, a protégé and then a confidant of the leaders of the conservative faction of the Republican Party. But his career disintegrated on news of the inventive ways he ripped off his clients and the luxury meals and lavish trips with which he bribed legislators.

Journalistic coverage of the Abramoff affair has stuck closely to the "bad apple" thesis, always taking pains to separate the conservative movement from its onetime superstar. What Abramoff represented was "greed gone wild," asserts the most authoritative account on the subject. He "went native," say others. Above all, he was "sui generis," a one-of-a-kind con man, "engaged in bizarre antics that your average Zegna-clad Washington lobbyist would never have dreamed of."

In which case, we can all relax: Jack Abramoff's in jail. The system worked; the bad apple has been plucked; the wild greed and the undreamed-of antics have ceased.

Misgovernment by Ideology

But the truth is almost exactly the opposite, whether we are discussing Abramoff or the wider tsunami of corruption. The truth is as obvious as a slab of sirloin and yet so obscured by decades of pettifoggery that we find it almost impossible to apprehend clearly. The truth slaps your face in every hotel lobby in town, but we still don't get the message.

It is just this: Fantastic misgovernment of the kind we have seen is not an accident, nor is it the work of a few bad individuals. It is the consequence of triumph by a particular philosophy of government, by a movement that understands the liberal state as a perversion and considers the market the ideal nexus of human society. This movement is friendly to industry not just by force of campaign contributions but by conviction; it believes in entrepreneurship not merely in commerce but in politics; and the inevitable results of its ascendance are, first, the capture of the state by business and, second, all that follows: incompetence, graft, and all the other wretched flotsam that we've come to expect from Washington.

The correct diagnosis is the "bad apple" thesis turned upside down. There are plenty of good conservative individuals, honorable folks who would never participate in the sort of corruption we have watched unfold over the last few years. Hang around with grassroots conservative voters in Kansas, and in the main you will find them to be honest, hardworking people. Even our story's worst villains can be personally virtuous. Jack Abramoff, for example, is known to his friends as a pious, polite, and generous fellow.

But put conservatism in charge of the state, and it behaves very differently. Now the "values" that rightist politicians eulogize on the stump disappear, and in their place we can discern an entirely different set of priorities -- priorities that reveal more about the unchanging historical essence of American conservatism than do its fleeting campaigns against gay marriage or secular humanism. The conservatism that speaks to us through its actions in Washington is institutionally opposed to those baseline good intentions we learned about in elementary school.

Its leaders laugh off the idea of the public interest as airy-fairy nonsense; they caution against bringing top-notch talent into government service; they declare war on public workers. They have made a cult of outsourcing and privatizing, they have wrecked established federal operations because they disagree with them, and they have deliberately piled up an Everest of debt in order to force the government into crisis. The ruination they have wrought has been thorough; it has been a professional job. Repairing it will require years of political action.

Conservatism-in-power is a very different beast from the conservatism we meet on the streets of Wichita or the conservatism we overhear talking to itself on the pages of Free Republic. For one thing, what conservatism has done in its decades at the seat of power is fundamentally unpopular, and a large percentage of its leaders have been men of eccentric ideas. While they believe things that would get them laughed out of the American Sociological Association, that only makes them more typical of the movement. And for all their peculiarity, these people -- Grover Norquist, Tom DeLay, Jack Abramoff, Newt Gingrich, and the whole troupe of activists, lobbyists, and corpora-trons who got their start back in the Reagan years -- have for the last three decades been among the most powerful individuals in America. This wave of misgovernment has been brought to you by ideology, not incompetence.

Yes, today's conservatives have disgraced themselves, but they have not strayed from the teaching of their forefathers or the great ideas of their movement. When conservatives appoint the opponents of government agencies to head those government agencies; when they auction their official services to the purveyor of the most lavish "golf weekend"; when they mulct millions from groups with business before Congress; when they dynamite the Treasury and sabotage the regulatory process and force government shutdowns -- in short, when they treat government with contempt -- they are running true to form. They have not done these awful things because they are bad conservatives; they have done them because they are good conservatives, because these unsavory deeds follow naturally from the core doctrines of the conservative tradition.

And, yes, there has been greed involved in the effort -- a great deal of greed. Every tax cut, every cleverly engineered regulatory snafu saves industry millions and perhaps even billions of dollars, and so naturally securing those tax cuts and engineering those snafus has become a booming business here in Washington. Conservative rule has made the capital region rich, a showplace of the new plutocratic order. But this greed cannot be dismissed as some personal failing of lobbyist or congressman, some badness-of-apple that can be easily contained. Conservatism, as we know it, is a movement that is about greed, about the "virtue of selfishness" when it acts in the marketplace. In rightwing Washington, you can be a man of principle and a boodler at the same time.
